(Phnom Penh) H.E. Dr. Chan Narith, Secretary of State of the Ministry of Economy and Finance and Director General of the Social Security Regulator (SSR), recently stated that since the establishment of the SSR, the process for requesting and implementing agreements has become significantly clearer, more transparent, and more efficient. This progress is evidenced by the continuous increase in the number of private healthcare facilities joining as partners. His Excellency further assessed that the expansion of these partner facilities has contributed to the ongoing improvement of healthcare accessibility as social security coverage broadens.
Furthermore, His Excellency urged all relevant stakeholders—particularly the SSR—to strengthen cooperation with the National Social Security Fund (NSSF), the Ministry of Health, and the future National Payment Certification Agency (NPCA). The NPCA is currently developing a digital payment certification system (to perform NSSF payment certification functions in the near future). This collaboration aims to ensure that contractual implementation remains compliant and that related services are provided to partner hospitals with transparency, accountability, and timeliness. This is to be executed in a spirit of partnership based on the approach of “collaboration and complementarity among stakeholders, grounded in integrity, transparency, accountability, efficiency, and legal compliance.”
It should be noted that the SSR has authorized the NSSF to sign agreements with 57 partners since the SSR issued the Decision on “Defining Procedures and Requirements for Requesting Social Security Regulator Approval on the Execution of Healthcare Service Agreements between Social Security Operators and Private Healthcare Facilities” dated March 22, 2024.
